Prepares and negotiates a first-party property claim for the insured rather than the insurer. Wisconsin registers it rather than licensing it, and the registration is compulsory for a nonresident and optional for a Wisconsin resident, which nothing else on this site does.

Every way to qualify

More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by sitting the examination or a license held in another state.

  1. Route 1 Pass the paper, post the bond and register

    State exam required

    The examination

    • A written examination testing knowledge of the duties and responsibilities of a public adjuster and the insurance laws and regulations of this state, sat at PSI for $50 against $75 for every other Wisconsin paper. No pre-licensing course is required for it.

    • A surety bond of at least $20,000 in favor of the state, executed by an insurer authorized to issue surety bonds here, specifically authorizing recovery by the commissioner on behalf of anybody in this state damaged by the adjuster's erroneous acts, failure to act, or conviction of fraud or unfair practices, and terminable only on thirty days' written notice to the commissioner and the registrant. The original, signed and sealed, goes to the Office by post.

    • A home office in the individual's state of residence, and a written statement attesting to availability to the public there through reasonable appointment hours or regular business hours. At least 18 years old.

    ss. 629.02 and 629.03, from 2019 Wisconsin Act 129. 629.02(2) is the sentence that makes this license unlike any other here: "A public adjuster who is not a resident of this state shall register with the commissioner prior to engaging in adjusting services in this state. A public adjuster who is a resident of this state may register with the commissioner."A resident may work without registering; a nonresident may not. The Office adds that Wisconsin does not currently offer entity public adjuster registrations at all, and that a resident who does not register will not appear on the public list the commissioner keeps under 629.02(1). 629.01(5) excludes six kinds of people from the definition, among them an attorney acting professionally, anybody settling life, disability or annuity claims, a photographer or estimator or engineer furnishing technical assistance, and a licensed intermediary acting as an intermediary. The registration runs two years.

  2. Route 2 Ask the commissioner to accept the home state's paper

    Exempt from the state exam

    The other state's license, and its examination

    • a public adjuster license or registration in the applicant's state of residence, in good standing, which that state required a written examination to obtain

    and the bond

    • The same bond of at least $20,000, which s. 629.082 requires of every public adjuster without distinguishing residents from nonresidents.

    629.03(2) is a request rather than an entitlement: a nonresident who passed a written examination for a home state license "may request the commissioner to accept proof of the examination's passage", and the commissioner "may approve the request" if that license is in good standing. Wisconsin writes reciprocity as a discretionary acceptance where most states write it as a waiver.
