The Wisconsin Navigator Individual license

Navigator Individual

Helps Wisconsin consumers work out what they qualify for and enroll on the federal exchange. It is a license rather than a registration, it needs sixteen hours of prelicensing training and a paper of its own, and it is the only Wisconsin license whose statute calls the work the business of insurance while forbidding the holder to sell any.

    The prelicensing training

    • 16 hours of principles of insurance, Wisconsin insurance law, ethics and health insurance for eight hours, Wisconsin public assistance programs for four and the Affordable Care Act for four, approved by the Department

    and the examination

    • The WI Navigator paper, series 22-14, at $75, testing the duties and responsibilities of an individual navigator, the insurance laws and regulations of this state, and state public assistance programs and eligibility. A self-study course also carries its own proctored examination before this one, with a proctored affidavit filed with the school.

    and the federal side, fingerprints and an entity

    • Any training the exchange itself mandates, a full set of fingerprints and a regulatory and criminal history background investigation, at least 18 years of age, residence or a principal place of business in Wisconsin, and affiliation with a registered navigator entity.

    s. 628.92(7) is the requirement and it is in the statute rather than in a rule: "An individual navigator shall complete at least 16 hours of prelicensing training and satisfactorily complete an approved written examination before applying for a license under sub. (1). After licensure, an individual navigator shall complete a course of study of at least 8 hours of approved training every one-year period." 628.91 makes the license compulsory for anybody acting as a navigator, including an intermediary already licensed under subch. II. The Office's own alternative to a classroom course is worth knowing: the annual Wisconsin Health Insurance Enrollment Conference counts for both the prelicensing and the continuing training, and an agent moving across can take the OCI and Department of Health Services Medicaid one-day training instead. 628.95 is the fence and it is unusually wide: no compensation from an insurer, a third-party administrator or on whether anybody enrolls, no information about plans off the exchange, no advice on which plan is better, and no recommending a plan or an insurer.

A course is required and nobody sells one

No national seller sells a course for this license. The Wisconsin products sellers do carry are all for a major producer line or for the adjuster paper; Aceable sells nothing in Wisconsin at all. The sixteen hours are real and a national seller could in principle be approved for them, but none of the seven offers a Wisconsin navigator course. The Office points candidates at the NAIC lookup and at its own annual enrollment conference instead.
