The organization that employs or supervises navigators and takes the federal grant. What Wisconsin asks of it is policies, a named responsible navigator and an acceptance of legal responsibility for what its people do, rather than anything a person could study.

Policies, and a named navigator to answer for them

Policies and procedures ensuring that acts which may be performed only by an individual navigator or a licensed intermediary are performed by people licensed for them, and a designated responsible individual navigator named on the registration form who holds the individual license.

Full legal responsibility, assumed in the application, for the acts of the individual navigators the entity employs, supervises or is affiliated with that are performed in Wisconsin and within the scope of the navigator's apparent authority, and a showing that the entity is sound, reliable and entitled to public confidence.
s. 628.92(2). The entity files the list of every individual navigator it employs, supervises or is affiliated with, and updates it monthly. There is no training requirement, no examination and no bond. 628.91 makes the registration compulsory before the entity acts.

No national seller sells a course for this license. The Wisconsin products sellers do carry are all for a major producer line or for the adjuster paper; Aceable sells nothing in Wisconsin at all. The entity registration carries no training requirement, so there is nothing to prepare for.
