Managing General Agent

Manages all or part of an insurer's book in Wisconsin and produces or underwrites enough of it to matter. The threshold is in the definition rather than in the license: five percent of the insurer's policyholder surplus in a quarter or a year, plus claims or reinsurance authority.

    The intermediary license underneath it

    • an active Wisconsin individual intermediary license, which the Office requires before the manager license is issued and before a firm may name the holder as its designated responsible licensed producer

    and the home state license, for a nonresident

    • a reciprocal managing general agent license in the applicant's resident state, or, where that state issues none, a letter from its department showing the authority exists at agency level and a statement from an officer that the designated producer is an employee of the agency

    s. 628.04(5) does not create this license, it authorizes one: "The commissioner may, by rule, require every managing general agent that is not a natural person, every reinsurance broker and every reinsurance manager to obtain a license."The license itself is in ch. Ins 42, Wis. Adm. Code, which is where the definition sits too: a person who manages all or part of an insurer's business or a separate division, department or underwriting office, acts as its agent, and either produces and underwrites gross direct written premium of five percent or more of the insurer's policyholder surplus in any one quarter or year, or adjusts or pays claims above three percent of that surplus, or negotiates reinsurance for the insurer. Fourteen jurisdictions here license a managing general agent and Wisconsin is one of the few that create it in a rule rather than in a statute. There is no examination and no course. Managing general agent licenses are not eligible for reinstatement.

The Wisconsin products sellers do carry are all for a major producer line or for the adjuster paper; Aceable sells nothing in Wisconsin at all. Wisconsin asks for no course here and its examination vendor publishes no paper for this license, so there is nothing to sell.
