Certified Application Counselor

Helps consumers fill in exchange applications from a hospital, a clinic, a health department or a social service agency, without being paid by the exchange to do it. Wisconsin registers rather than licenses it, and then asks for exactly the navigator's sixteen hours and the navigator's paper.

    State exam required

    The prelicensing training

    • 16 hours of principles of insurance, Wisconsin insurance law, ethics and health insurance for eight hours, Wisconsin public assistance programs for four and the Affordable Care Act for four, which may be accident and health or navigator-specific, approved by the Department

    and the examination

    • The same WI Navigator paper the individual navigator sits, series 22-14, at $75. Unlike the navigator, a certified application counselor is not fingerprinted.

    and the organization, and the federal certification

    • Evidence of certification by an organization the federal exchange has designated as a certified application counselor organization, any federally mandated training for counselors, and registration with the Office by that organization, which names the counselor to it.

    s. 628.96(2) is a cross-reference doing the work of a requirement: "In addition to the requirements of this section, certified application counselors, as established by 45 CFR 155.225, shall be required to meet the training and examination requirements set forth in s. 628.92 (7)."So the sixteen hours and the paper reach a person the state does not license, only registers, and 628.96(1) is plain that "No nonnavigator assister may act as a nonnavigator assister in this state until registered with the commissioner."The entity carries the registration duty and the liability under 628.96(1) and (3), and 628.96(4) exempts government entities and anybody acting on their behalf from the section entirely. The Office adds that the counselor may not advise which plan is best and may not help compare plans sold off the exchange.

A course is required and nobody sells one

No national seller sells a course for this license. The Wisconsin products sellers do carry are all for a major producer line or for the adjuster paper; Aceable sells nothing in Wisconsin at all. The training is the navigator's own sixteen hours, and nobody sells those here either.
