    The Commissioner's candidate handbook, in the table headed "Exam requirements for resident licensees": against Variable Life and Annuities it prints "Financial Industry Regulatory Authority Series 6 or 7 examination (Not an OIC exam)". So the paper is FINRA's and is not priced on this site, and West Virginia's own approved program of study is a general requirement on new agents rather than one written against this line, which is why no course route appears here.
