The Commissioner's candidate handbook: "Pre-licensing education is not required of Surplus Lines candidates."What it asks instead is that the applicant already hold a West Virginia resident agent license and have three consecutive years of property and casualty sales experience immediately preceding the application, one year of it as a licensed West Virginia agent, and then pass the Surplus Lines examination and pay a $200 license fee. That is the fifth shape of a stacked license in this phase and the only one that swaps a course for experience: North Dakota asks for the underlying license alone, the District lets it issue simultaneously, Iowa adds a second examination, Utah adds an examination and three of the last four years.
