The Bureau says "No exam required" and then sets two conditions instead: a resident applicant must hold an active Property and Casualty license and certify a $25,000 bond that stays effective for the duration of the license. Texas and South Carolina stack their surplus lines licenses the same way and both make the applicant sit an examination on top; Virginia does not.
