    • Soliciting, negotiating or placing reinsurance cessions or retrocessions on behalf of a ceding insurer, or otherwise negotiating with a ceding insurer about them, without the power to bind the ceding insurer and while not being its officer or employee

    The Bureau's own lines of authority page says "No exam required" against this license and asks for no course either. Virginia's only pre-licensing course is the Title qualification's sixteen hours. The application processing fee is $500. The pair of reinsurance intermediary licenses divides on authority rather than on qualification: this one may not bind and the manager may.
