The Bureau's own lines of authority page says "No exam required" against this license and asks for no course either. Virginia's only pre-licensing course is the Title qualification's sixteen hours. The Bureau lists the classes this qualification includes and the phrase it uses is "Includes all of the following", which is a closed list rather than an open one. The application processing fee is $15 per qualification.
