8 V.S.A. 4803 sets one qualification for every Vermont license in this family and it has two halves. The first is fixed: at least eighteen, competent, trustworthy and financially responsible in the Commissioner's judgment, and a written examination passed. The second is the experience requirement, and it is satisfiable three ways, which is why this page shows options rather than a single bar. The middle option is training and it is not a course requirement. Vermont sets no hours, approves no provider in advance and publishes no register; it asks somebody relying on training to submit a detailed description of it, syllabi, curriculum and training material included, and judges it after the fact. Nothing sold as pre-licensing education satisfies it by being bought. The paper here is Vermont's own WC Adjuster written examination rather than a national one. What is unusual is the renewal: to renew, the licensee must attend and satisfactorily participate in a continuing education seminar administered by the Vermont Department of Labor, not by the Department of Financial Regulation that issued the license. No other license on this site sends its holder to a second agency for continuing education.
