More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by sitting the examination, a license held in another state or moving here already licensed.

Route 1 Pass the examination

The examination is not in Vermont's producer licensing subchapter at all. It is 8 V.S.A. 4800(3)(D)(i), in the general licensing requirements: the Commissioner shall subject each applicant for a producer, surplus lines broker, consultant, limited lines producer, adjuster, public adjuster or appraiser license to a written examination, except as provided in 4813i. 4813f(a) is then the closed list of what the Commissioner must find before approving a producer application: at least 18 years old, no ground for denial under 4804, competent, trustworthy, financially responsible and of good personal and business reputation, the fees under 4800 paid, and the examinations passed. No course is in it. Two clocks worth knowing: an application has to reach the Commissioner within 24 months of the examination, and claiming Vermont residency is an election under 4800(3)(A), so the license is void if the holder also holds or applies for a license anywhere else or stops living here.

8 V.S.A. 4813i(a). Somebody previously licensed for the same lines of authority in another state completes neither prelicensing education nor an examination, while that license is current or if the application arrives within 90 days of its cancellation with good standing certified by the other state or shown in the NAIC producer database.

90 days Licensed as an insurance producer in another state carrying the Variable Life and Variable Annuity Products line of authority there, and applying to become a Vermont resident licensee within 90 days of establishing legal residence.
8 V.S.A. 4813i(b). Somebody licensed as a producer in another state who moves here has 90 days from establishing legal residence to apply as a resident licensee under 4813f, written as a duty. No prelicensing education or examination is required for a line of authority previously held in the prior state except where the Commissioner determines otherwise by regulation.
