DFR states the whole qualification in one sentence and no course is in it: at least eighteen, and competent, trustworthy and financially responsible in the Commissioner’s judgment; a written examination passed; appointment by a sponsoring insurer; and the application and fees. Vermont is one of the states that licenses a title agent as an individual, where Arizona will issue the license only to a corporation or limited liability company.
