DFR gives four requirements and no course or examination among them: at least eighteen, and competent, trustworthy and financially responsible in the Commissioner’s judgment; possess a Vermont insurance producer license; and submit the application and fees. The application route is worth knowing because it is not a separate form: an applicant starts a Resident or Nonresident Producer application on NIPR and is then prompted to choose Surplus Lines Broker inside it, which is why searching NIPR for a surplus lines application finds nothing.
