No examination and no course: DFR asks that the applicant be at least eighteen, and competent, trustworthy and financially responsible in the Commissioner’s judgment, be currently licensed as a Vermont insurance producer, and submit the application and fees. Vermont defines both kinds in the same paragraph, the intermediary-broker who places cessions or retrocessions for a ceding insurer without the authority to bind it, and the intermediary-manager who has authority to bind or manages a reinsurer's assumed business as its agent, and then issues one license covering both. Michigan writes the identical two definitions into MCL 500.1151 and issues two separate licenses, which is the clearest example on this site of the same law producing a different number of licenses in two states.
