Sells a single narrow kind of insurance rather than a full line of authority. Vermont charges an individual the same $30 it charges a full producer, and then charges $90 for the appointment, which is more than the license.

    • Residence in Vermont, or a principal place of business in Vermont, which is what qualifies an applicant as a resident and is an election of residency that voids the license if the holder claims residency anywhere else

    • or

      a like limited lines producer license in another United States jurisdiction or a province of Canada, for a nonresident applicant

    8 V.S.A. section 4800 names the limited lines producer among the ten licenses the Commissioner may not issue except in compliance with it, and 4800(3) obliges the Commissioner to issue to any duly qualified resident or nonresident. 4800(3)(A) defines resident as somebody residing in Vermont or keeping their principal place of business here, and makes claiming residency an election that voids the license if the holder claims residency elsewhere. 4800(3)(B)(i) lets a nonresident qualify only on a like license held in the United States or a province of Canada. On the examination the section points away from itself: 4800(3)(B)(iv) lets the Commissioner license a nonresident without a written examination where they passed a comparable one, and then says in terms that it does not apply to producers and limited lines producers exempt from examination under section 4813i. There is no prelicensing course and no hour count. The fees are the unusual part: 4800(2)(A)(i) prices the license itself at $30, the same as a full producer, while 4800(2)(A)(iv) prices the initial 24-month appointment and its biennial renewal at $90.
