Every way to qualify

Route 1 Pass the producer examination, bond, and file the client agreement
State exam required
-
A $5,000 bond with an authorized surety approved by the Commissioner, kept in force, together with the written agreement intended for use with clients, outlining the nature of the work and a description of the fee structure
DFR's requirement list is closed and has no course in it: at least eighteen, and competent, trustworthy and financially responsible in the Commissioner’s judgment; a Producer examination passed, not a consultant paper of its own; a $5,000 bond with an approved surety kept in force; and the written client agreement filed with the Commissioner, outlining the nature of the work and describing the fee structure. That last one is the unusual part. Several states license a consultant and ask for a contract; Vermont asks to see the fee structure before the license issues.

No national seller sells a course for this license. The examination is the producer's rather than a consultant paper of its own, so what a Vermont consultant buys is producer preparation, and that is on the producer pages.
