DFR's list is closed and carries no course: at least eighteen, and competent, trustworthy and financially responsible in the Commissioner’s judgment; a written examination passed; appointment by a sponsoring insurer; and the application and fees. The Department adds that a license cannot be issued without the appointment and only an insurer may submit one. Then comes the part a reader has to know before treating the license as sufficient: a bail bond agent must be approved to act as a surety, or on behalf of one, by the Vermont Court Administrator before executing a bond or posting bail. The insurance regulator licenses the agent and the judiciary decides whether the agent may work, which no other bail license on this site splits quite this way.
