8 V.S.A. 4803 sets one qualification for every Vermont license in this family and it has two halves. The first is fixed: at least eighteen, competent, trustworthy and financially responsible in the Commissioner's judgment, and a written examination passed. The second is the experience requirement, and it is satisfiable three ways, which is why this page shows options rather than a single bar. The middle option is training and it is not a course requirement. Vermont sets no hours, approves no provider in advance and publishes no register; it asks somebody relying on training to submit a detailed description of it, syllabi, curriculum and training material included, and judges it after the fact. Nothing sold as pre-licensing education satisfies it by being bought. Note that the first limb here is two years of loss APPRAISING rather than of handling claims, which is the one place Vermont varies the tree. 8 V.S.A. 4791 defines the appraiser as somebody who appraises loss or damage under automobile policies for compensation on behalf of the insurer, and then writes three groups out of the license by name: an official or employee of a Vermont-domiciled fire or casualty insurance company; a licensed resident producer of a licensed insurer authorized by that insurer to appraise its own losses; and an automobile repair shop or repair facility making an appraisal at the request of the insured or the insurer. The third is worth knowing before assuming the body shop needs one.
