The Utah Consultant license
Consultant
Advises on insurance for a fee in Utah rather than selling it, across the same six lines a producer may hold. It is not a license anybody can start with: three of the four years before applying have to have been spent in work that prepares somebody to do it, and the Department requires the examination on top.

More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by experience or moving here already licensed.

Route 1 Pass the examination after three years of preparatory work

Utah Code 31A-23a-203(2) for the years and the Department's own list for the examination, which names the resident consultant among the license types that require one. The statute does not say what work counts: the test is whether it would provide preparation to act as an insurance consultant, and the three years have to aggregate inside the four immediately preceding the application. A consultant license carries the same six lines of authority a producer license does, and the variable contracts line is conditioned on a securities registration under 31A-23a-106(4)(b) rather than on FINRA licensure.

Route 2 Move to Utah and apply within 90 days

90 days Licensed for the Consultant line of authority in another state, and applying for a Utah resident license within 90 days of establishing legal residence here.
Utah Code 31A-23a-108(2), and it is the only examination waiver in the chapter. Utah does not have the two-door arrangement, a reciprocity route standing beside a residency transfer route. Georgia and Oklahoma are drafted the same way, and the District of Columbia has the reciprocity door and no residency one. There is no standalone route for somebody who simply holds the line elsewhere: the waiver is written for the person who applies within 90 days of establishing legal residence here, having been licensed for the same line of authority in another state and either still holding that license or applying within 90 days of its cancellation with good standing certified by the other state or shown in the NAIC producer database. A nonresident license is a different thing, issued under 31A-23a-109. The Department adds a step the statute does not: the old resident license and any Utah nonresident license have to be cancelled first, because Utah will not issue a resident license to somebody who still holds a resident license anywhere else.
