    • A Texas title agent or direct operation completes the Escrow officer appointment form (FINT09), which is filled out and attached to the Sircon application

    TDI states in terms that no examination is needed for an escrow officer license, and no course is asked for anywhere on the page. The residency limit belongs to this license alone: an escrow officer license is open only to a resident of Texas or of a state next to Texas, which no other Texas license says. The fingerprint carve-out here is also dated differently from every other Texas license, at fingerprints already submitted on or before 1 January 2001, and a license that was not in good standing within 60 days of the postmarked application brings the background check back.
