Issued to keep a property and casualty agency running when the agent behind it dies, becomes disabled or is found insolvent. It is the one Texas agent license granted without the examination, it lasts 90 days, and the Department must be satisfied it is needed to preserve the agency's assets.

Proof satisfactory to the Department that the license is necessary to preserve the agency assets of a property and casualty agent who has died, become disabled, or been found insolvent and unable to pay premiums as they become due to an insurer, filed by somebody who is themselves an applicant for a property and casualty agent license
Tex. Ins. Code section 4051.054(a) is the whole route and it turns on somebody else's misfortune rather than on the applicant's study: where a property and casualty agent dies, becomes disabled, or is found insolvent and unable to pay premiums as they fall due, the Department may issue an emergency license, expressly "without examination", to an applicant for a property and casualty agent license, on proof satisfactory to the Department that the license is necessary to preserve the agency assets. 4051.054(b) sets the term: valid for 90 days in any 12 consecutive months, renewable by the Department for one further 90 days inside that same 12 months if the other requirements of Subtitle A are met. The waiver is of the examination and not of everything else. The Department publishes the fee as $50 on its own general property apply page, the same figure the ordinary resident property and casualty application carries, and it says in terms that no emergency license exists on the life, accident, health and HMO side.
