Another person or business holding an active Texas adjuster license, or an insurance company licensed in Texas and in good standing, sponsors the applicant
TDI states both exemptions outright: no examination and no fingerprint background check for an emergency adjuster license. The license runs 90 days, it is applied for during a disaster, and Tex. Ins. Code 4101.101 requires the certification within five days of the adjuster starting work. The fee is $20 rather than the $50 every other adjuster license costs, and a non-resident who does hold a home state or designated home state license pays the ordinary $50 instead.
