    The endorsee training program

    • A pre-licensing course in the kinds of rental car insurance offered for sale to renters, and the limits the statute puts on what an endorsee may say about them

    and the application and the locations

    • A written application signed by the applicant or an officer of it, in the director's form, listing every location at which the rental car company intends to offer, sell or solicit rental car insurance.

    and the insurer's certificate

    • A certificate from the insurer to be named in the license, subscribed by an officer or managing agent, stating that it has satisfied itself the applicant is trustworthy and competent, that it has reviewed the endorsee training program and believes it satisfies the statute, and that it will appoint the applicant on issue.

    SDCL 58-30-197 to 58-30-208. There is no examination for the licensee or the endorsee. 58-30-203 sets the training's minimum content and it is mostly about what an endorsee may not say: no statement or conduct, express or implied, leading a renter to believe that buying the cover is required to rent a car, that the renter has no policy already covering it, or that the endorsee is qualified to evaluate the renter's existing cover. No hours are set, so none is shown.

A course is required and nobody sells one

Aceable does not sell South Dakota at all. This is the one South Dakota license with a training requirement and no national seller offers the training. SDCL 58-30-203 gives it to the rental car agent to deliver to its own endorsees, sets no hours and publishes no list, so nothing sold could satisfy it.
