SDCL chapter 58-17C, Standards for Managed Care Plans, is marked repealed and transferred in the Legislature's own index of Title 58. What survives is spread across 58-17F on network adequacy and 58-17G on quality assessment, and the registration the Division issues has outlived the chapter it came from.
The Division's Other License Types page is the source for this one: it publishes the registration application requirement checklist and the additional information page. There is no examination and no course. The chapter that named it, 58-17C, is repealed and transferred, so this is a registration recorded from the regulator's own current practice rather than from a live chapter heading, and that gap is the reason to read the department's page rather than only the code.
