Contracts with pharmacies and negotiates on their behalf with pharmacy benefits managers. South Carolina is one of two states here that license the pharmacy's side of that table as well as the payer's, Pennsylvania being the other, and it started doing so under Act No. 30 of 2023.

    No state exam for this license

    S.C. Code 38-71-2320(A)(1) forbids establishing or operating as a pharmacy services administrative organization for prescription drug coverage or benefits without the Director's license, and (A)(2) sets the same shape as the pharmacy benefits manager's: a form the Director prescribes, collecting the organization's details, its agent for service of process and everybody with management or control over it, against a fee the Director may set at up to $1,000 initially and $500 a year after. Regulation 69-78, effective 24 May 2024, supplies the licensing, reporting and activity standards, and Act No. 166 of 2024 removed the duty to act as a fiduciary to pharmacies from 38-71-2330(A)(1), replacing it with a duty to perform "exercising good faith and fair dealing". No examination and no course.
