Every way to qualify
More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by sitting the examination, a license already held or a license held in another state.

Route 1 Pass the examination
State exam required
S.C. Code 38-47-10(A) asks the director to satisfy himself that the applicant is of good moral character, has sufficient knowledge of the insurance business and the duties of an adjuster, has not violated the insurance laws and is fit and proper. There is no examination in it and no course either. The examination is the Department's implementation of that competence test, published on its own adjuster page: pass the state examination before applying through NIPR, and the certificate expires twelve months after issue. Mississippi's adjuster hours are the same shape, a departmental figure standing on a statutory competence test.

Route 2 Hold a South Carolina producer license
Exempt from the state exam
-
a South Carolina insurance producer license under chapter 38-43
S.C. Code 38-47-10(B)(1) is not a waiver of the examination, it is an exemption from the license: a producer licensed under chapter 43 is not required to comply with the adjuster licensing section at all. Nothing else on this site excuses a whole license on the strength of another one.

Route 3 Have passed an adjuster examination in another state
Exempt from the state exam
-
an adjuster license in a home state that requires an adjuster examination, or a certificate from another state where the applicant is licensed and has passed one
The Department's own wording, and the second limb is the unusual one: where the home state runs no adjuster examination, a certificate from any other state where the applicant is licensed and has passed one will do. If neither can be produced, South Carolina's examination comes back. The Department also warns that South Carolina should never be chosen as a designated home state, because it examines but requires neither fingerprints nor continuing education, and a designated home state has to require all three.
