More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by sitting the examination, a license held in another state or moving here already licensed.

  1. Route 1 Pass the examination

    R.I. Gen. Laws 27-2.4-7(a) asks a resident individual applying for a producer license to pass a written examination unless exempt under 27-2.4-11, and 27-2.4-8(a) is the closed list of what the commissioner must find before approving the application: at least 18 years old, no act that is a ground for denial under 27-2.4-14, the fees at 27-2.4-4 paid, and the examinations passed for the lines applied for. No course is in it, which is where Rhode Island's zero is read. There is no cap on retakes: 27-2.4-7(d) says only that somebody who fails or misses one reapplies and pays again. One thing about this line is not settled and both documents saying so are the Department’s. Its own list of lines of authority puts Variable Life and Variable Annuity Insurance under the heading "Major Lines (exam required)". Pearson VUE’s Rhode Island candidate handbook lists every available examination and there are nine, five major producer papers and four limited ones, and no variable paper is among them; the Department’s own published pass rates for 2024 and 2025 name the same nine and no more. So the line is annotated as examined and there is no Rhode Island paper to sit. This site leaves the requirement where the Department put it rather than reading a gap in a vendor’s catalogue as a repeal, and records the disagreement here.

  2. Route 2 Hold the same line in another state and certify Rhode Island law

    Exempt from the state exam

    • an insurance producer license carrying the Variable Life and Variable Annuity Products line of authority in another state

    and certification of Rhode Island law

    • Certifying knowledge of Rhode Island law applicable to insurance producers, which the statute requires of everybody using this route

    R.I. Gen. Laws 27-2.4-11(a), and it is the only reciprocity clause on this site that keeps something back. Somebody previously licensed for the same lines of authority in another state completes no pre-licensing education and no examination, "but shall be required to certify knowledge of Rhode Island law applicable to insurance producers". New Jersey is the other state here that does not simply waive and stop, and it keeps the other half instead: it waives the examination and leaves the twenty hours of education owed, because its education waiver form does not list a license in another state as a reason. The rest is the usual: the other license has to be current, or the application has to arrive within 90 days of its cancellation with good standing certified by that state or shown in the NAIC producer database.

  3. Route 3 Move to Rhode Island and apply within 90 days

    Exempt from the state exam

    • 90 days Licensed as an insurance producer in another state carrying the Variable Life and Variable Annuity Products line of authority there, and applying to become a Rhode Island resident producer within 90 days of establishing legal residence.

    R.I. Gen. Laws 27-2.4-11(b). Somebody licensed as a producer in another state who moves here has 90 days from establishing legal residence to apply as a resident producer under 27-2.4-8, written as a duty rather than an option. No pre-licensing education or examination is required for a line of authority previously held in the prior state except where the commissioner determines otherwise by regulation.

Nobody sells Rhode Island variable preparation because there is no Rhode Island variable paper to prepare for: Pearson publishes nine examinations here and variable is not one of them.
