27-52-3(a) and (b) set the producer license as the condition, once for the reinsurance intermediary broker and three times for the manager, and 27-52-3(d)(1) then issues a single license to any person, firm, association or corporation that has complied with the chapter. The Department states the stacking on its own page in the same terms: a resident applicant holds an active Rhode Island producer license first, and a non-resident holds both a resident producer license and a reciprocating reinsurance license at home. No examination is anywhere in the chapter and Pearson publishes no Rhode Island reinsurance paper. 27-52-3(e) is the only discretion, and it is a negative one: the commissioner may refuse the license where the applicant or any member, principal, officer or director is not trustworthy, and will furnish a summary of the reasons on a written request. Two Rhode Island particulars are worth carrying. A license issued to a firm or a corporation authorizes every member, officer, director and designated employee named in the application, so the license names the people rather than only the entity. And the term is not fixed: 27-52-3(d)(3) tells the commissioner to set the term by regulation for each category and caps it at four years, at $100 a year, which is why the fee regulation prices it at $200 for a two-year term. The count of licenses here is the interesting part. Rhode Island writes the reinsurance intermediary broker and the reinsurance intermediary manager as two defined roles with different duties, contract provisions and books, and issues one license covering both, which is what Vermont does and the opposite of what Michigan does under MCL 500.1151. The Department’s own page names both roles in one sentence, "a Reinsurance Intermediary Broker or Manager License", and its fee regulation prices one line item, "Reinsurance Intermediaries". 27-52-3(f) exempts a Rhode Island attorney acting in their professional capacity.
