The Rhode Island Life Settlement Broker license

Life Settlement Broker

Negotiates life settlement contracts for the owner of a policy. A life producer of a year’s standing reaches it by giving notice within thirty days rather than by qualifying again, and everybody else applies.

Course

This license has no pre-licensing course route.

Ways in

None of them requires a state exam, because this license has none.

Every way to qualify

More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by a license already held or experience.

  1. Route 1 Hold a life producer license for a year and notify the commissioner

No state exam for this license

    • a resident insurance producer license carrying the life line of authority, in Rhode Island or in the applicant’s home state, held for at least one year, together with a non-resident producer license in Rhode Island where the producer is licensed elsewhere

27-72-3(c) deems a life producer of a year’s standing to meet the licensing requirements of the section, and 27-72-3(d) sets the only step left: within thirty days of first operating as a broker, notify the commissioner on the prescribed form, pay whatever fee the commissioner sets, and acknowledge that the chapter binds you. The Department repeats the rule on its own page and points a producer at NIPR to amend an existing license rather than to apply for a new one. It is the same shape Delaware writes at 18 Del. C. 7503(a), and the Department’s own list carries it twice, once under its own heading and once as a non-core limited line of producer authority.

  2. Route 2 Apply to the commissioner and be found qualified

No state exam for this license

    • Competence and trustworthiness, an intention to transact in good faith, a good business reputation, and experience, training or education qualifying the applicant for the business applied for, all found by the commissioner on an investigation of the applicant

27-72-3(j) is the route for somebody who is not already a life producer, and it is a judgment rather than a checklist. The commissioner investigates each applicant and may issue the license on finding competence and trustworthiness, good faith, a good business reputation, and "experience, training, or education so as to be qualified in the business for which the license is applied". No hour count and no examination attach to any of it. 27-72-3(f) then carves three professions out of the license altogether: an attorney, a certified public accountant or an accredited financial planner retained to represent the owner, and paid by the owner rather than by the provider or purchaser, may negotiate a life settlement contract without one.

No national seller sells a course for this license. Rhode Island sets no life settlement broker examination, and the qualification most holders use is a life producer license held for a year, which does have a course list on this site.
