    • An insurer files an application for temporary emergency licensure naming the individual, the insurer the adjuster will represent, the effective date of any contract between them, and the catastrophe event name and loss control number, within five days of deploying the adjuster

    27-10-8 turns the licensing sequence around. The applicant is otherwise qualified to adjust claims but not licensed here, and it is the insurer that files, within five days of deploying them, naming the individual, the insurer, the contract date, the catastrophe and its loss control number. The license runs ninety days unless the Department extends it, and there is no fee payable to the state, although the applicant pays whatever the Department’s licensing vendor charges. 27-10-8(d) removes any suggestion that a short license is a lighter one: the holder complies with every law of this state as though fully licensed, and so does the insurer they work for. 27-10-8(f) shuts public adjusters out entirely, which fits the chapter, because a catastrophe is when insurers need hands and the public adjuster works for the other side. The trigger is defined rather than assumed: 27-10-1.1(b) takes the Federal Response Plan’s definition of a catastrophic disaster and lets the President, the governor or the insurance commissioner declare one. The Department’s instruction is blunt and worth carrying: "Do not apply for an emergency adjuster license unless this statute is triggered", because it issues a notice with instructions when it is.

No national seller sells a course for this license. Nothing could: this license has no examination and no application of its own, and it exists only while a declared catastrophe lasts. What an emergency adjuster is expected to have already is the competence to adjust claims somewhere else.
