Financial statements

An audited financial statement no more than one year and 120 days old prepared under generally accepted accounting principles, and an unaudited financial statement as of the end of the most recent quarter
and a plan of operation

A detailed plan of operation, which section 3(i)(1) of the Viatical Settlements Act asks of a provider and not of a broker
and competence and reputation

Being competent and trustworthy and intending to act in good faith in the capacity applied for, and having a good business reputation with experience, training or education qualifying the applicant for the business

Certification to the Department of an antifraud plan meeting section 10(g), and the name of a designated agent for out-of-state companies
Section 3 of the Viatical Settlements Act, Act 107 of 2002, licenses the provider and the broker in the same section and Pennsylvania then administers them in different divisions: the broker is in the producer matrix at $100 and the provider is on the company licensing table at $300, both renewing annually. That split is why reading only the producer list would have missed this license, which is Washington's lesson of 2026-08-19 in a second state. Section 3(h) draws a distinction the other licenses here do not: a provider license issued to a legal entity authorizes all its partners, officers, members and designated employees to act, and a broker license issued to a legal entity "does not authorize partners, officers, members and designated employees of the legal entity to act as viatical settlement brokers under the legal entity's license". Section 3(k) gives the Department 90 days to approve or disapprove a completed application. No examination and no course anywhere in the act, and unlike the broker the Department imposes none of its own.
