Every way to qualify

More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by sitting the examination, a license held in another state or moving here already licensed.

  1. Route 1 Pass the examination required for this line

    State exam required

    Section 604-A(a) of the Insurance Department Act of 1921 asks an individual to pass the insurance producer licensing examination required for the lines of authority wanted before applying at all, and section 606-A(a) is the list the department must find complete before it issues: 18 years old, no act prohibited by the act, the examination passed or exempted, all fees paid, and the general fitness, competence and reliability to be worth licensing. There is no course in that list, and there is no longer one anywhere: subsection (b) of 604-A was headed "Preexamination education requirements" and was deleted outright on 2024-10-31 by Act 142, which amended subsection (a) on the same day. Subsection (3) of 606-A(a), the licensing criterion that pointed at it, went with it. So the zero here is a dated repeal rather than a reading, and the examination is the whole of the qualification. What the act does not do is say which examination this line requires. Section 604-A(a) asks for the one required for the lines of authority wanted, section 604-A(d) lists the people who need none and this line is not among them, and the schedule of examinations is published by the department's vendor rather than written into the act. So the requirement is the act's and the paper is the vendor's, and no seller offers a Pennsylvania product for this line.

  2. Route 2 Hold the same line in another state

    Exempt from the state exam

    • an insurance producer license carrying the Variable Life and Variable Annuity Products line of authority, or its equivalent, in another state

    Section 604-A(d)(6) of the act, with section 610-A. The examination is not required of a person already licensed in another state as an insurance producer for the lines of authority wanted here. Pennsylvania issues the nonresident license for the equivalent lines the home state granted, and may verify the status through the NAIC producer database. It may also refuse if the home state does not license Pennsylvania residents on the same basis, which is a condition on the state rather than on the applicant and is the reason this route is not quite automatic.

  3. Route 3 Move to Pennsylvania and apply within 90 days

    Exempt from the state exam

    • 90 days Licensed as a resident insurance producer in another state for the equivalent of the Variable Life and Variable Annuity Products line of authority, and applying to the department within 90 days of establishing a principal place of residence or business in Pennsylvania.

    Section 606.1-A of the act. Somebody licensed as a resident producer in another state who establishes a principal place of residence or business in Pennsylvania has 90 days to apply for a resident license in the equivalent lines the former home state granted, with proof of that license or a letter of clearance from its commissioner and the fee. The old license has to be current, or else the application has to arrive within 90 days of its cancellation, and good standing has to be provable from the letter, from the former state's own records or from the NAIC's. A line the former home state did not grant is not covered: for that one the ordinary requirements apply.

No national seller sells a course for this license for the variable line specifically. Pennsylvania does examine it, and Act 142 of 2024 deleted the preexamination education requirement on 31 October 2024, so there is a paper to prepare for and no hours behind it.
