The Insurance Premium Finance Company Act is Act 224 of 1984 and the Department administers it from the company side rather than the producer side, which is why this license appears on the company licensing table and not in the producer matrix. The application asks for a business plan and a biographical affidavit, which is the shape Pennsylvania uses for entities rather than for people: no examination, no course, no experience bar, and a judgment about who is behind the applicant. Minnesota's equivalent charges a $250 investigation fee on top of $200 a year and makes doing the business unlicensed a misdemeanor; Washington's charges $100 a year and exempts banks, credit unions and consumer loan companies by name.
