The Pennsylvania Pharmacy Benefit Manager license

Pharmacy Benefit Manager

Administers prescription drug benefits for a health insurer. Pennsylvania registers it for two years at $10,000, which Act 77 of 2024 raised tenfold from a $1,000 ceiling that had covered every registrant in the chapter.

    The registration

    • Registration with the Department on its application form, filed through Sircon, for a two-year term

    and the fee

    • $10,000 to register and $10,000 to renew, being the ceiling section 501(b)(3)(i) sets and the figure the Department charges; the initial fee is nonrefundable and a renewal fee is returned if the renewal is not granted

Chapter 5 of the Pharmacy Benefit Reform Act registers rather than licenses, on a two-year term, and Act 77 of 2024 rewrote what it may cost. Section 501(b)(3) used to cap the fee at $1,000 for everybody; it now reads $10,000 for a pharmacy benefits manager or auditing entity and $500 for a pharmacy services administration organization, and the Department charges the ceiling in every case. An initial application fee is nonrefundable and a renewal fee comes back if the renewal is not granted, which is a distinction very few fee provisions on this site draw. There is no competence finding, no examination and no course anywhere in the chapter. Chapter 6, added by Act 77, is what the registration buys the Commonwealth: a registered manager conducting business for a health insurer client may not reimburse a retail pharmacy less than it reimburses a manager-affiliated retail pharmacy in Pennsylvania for the same pharmacist services. Hawaii registers a pharmacy benefit manager for $420 and Minnesota licenses one for $8,500 a year; Pennsylvania's $10,000 for two years sits between them.
