More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. They are listed in full because the course is only the first of them.

  1. Route 1 Complete an appraisal training program, then sit the paper

    State exam required

    Competency, by education or training

    • A pre-licensing course in education or training related to appraising motor vehicle physical damage , completed within 3 years

    and the examination

    • The Pennsylvania motor vehicle physical damage appraiser examination, sat through PSI, which includes the act of appraising one or more damaged motor vehicles

    31 Pa. Code 62.2(a)(1)(ii) is the second half of the alternative and it carries no hour count and no register: "Successful completion of education or training related to appraising motor vehicle physical damage taken within the previous 3 years."Nothing is approved in advance, so no school can sell a course that satisfies this as a matter of record; what a seller can sell is preparation for the paper, which is what sits on the course list below. The Department's own page states the same alternative in its own words: "6+ months continuous estimating experience or successfully completed an auto appraisal-training program within the last 3 years."

  2. Route 2 Qualify on six months of estimating work, then sit the paper

    Competency, by experience

    • 6 months a minimum of six months of continuous experience at an occupation, such as body repair, that directly involves the estimation of physical damage to motor vehicles, documented in writing , completed within 3 years

    and the examination

    • The Pennsylvania motor vehicle physical damage appraiser examination, sat through PSI, which section 3(d) of the act requires to include the act of appraising one or more damaged motor vehicles; an applicant who fails may not retake it for thirty days

    31 Pa. Code 62.2(a) is where the numbers are. The act itself asks only that an applicant "establish to the satisfaction of the commissioner that he has had experience or special education or training with reference to the business of the appraising of physical damages to motor vehicles of sufficient duration and extent reasonably necessary to make him competent", which is the same sentence Washington, Hawaii and Idaho put on their adjusters, and the same absence of a number. The rule fills it in with two alternatives and this is the first. Section 3(b) of the act adds that an applicant must be eighteen and a resident of Pennsylvania or of a state that lets Pennsylvanians appraise there.
