The application

An application to the Insurance Commissioner in the form and manner the Commissioner prescribes, from an individual or a business entity, with the $400 nonrefundable fee; the license authorizes the holder to sell, solicit or negotiate travel insurance through a licensed insurer
and the travel retailers underneath it

Registration of every travel retailer operating under the license, which then authorizes the retailer and each of its employees and authorized representatives to offer and disseminate travel insurance at every location and to be paid for it by the licensee
Section 3 of the Travel Insurance Modernization Act, Act 26 of 2018 as amended by Act 28 of 2024, issues the license and section 8(b) prices it at $400 for an application and $400 for every renewal. Section 4(a) then holds the travel retailer and each of its employees out of producer licensure altogether, which is why one licensee stands behind a whole chain of counters. No examination reaches it: section 604-A(d)(8) of the Insurance Department Act excuses anybody whose line of authority is limited to a limited line, and Act 26 adds none of its own. Section 8.3, added in 2024, does the same thing for the travel administrator that Oregon's ORS 744.112 does, requiring an existing Pennsylvania property and casualty producer license, managing general agent license or third-party administrator license rather than creating a license of its own. $400 against $55 for a resident producer license is the widest gap between two producer-side licenses in this state.
