    What the license is for

    • Administering life or health insurance or annuities for compensation, which the Department states is what makes the license necessary

    and the application

    • A completed application through Sircon or on the Department's form, with the $100 fee for a two-year term, meeting the qualification and admission requirements the Department publishes under 40 P.S. 324.1 to 324.13

    The Department's own qualification requirements sheet names the law, 40 P.S. 324.1 to 324.13, and states the trigger in one sentence: "To administer life or health insurance or annuities, a license must be obtained."That is narrower than most third-party administrator laws on this site, which reach anybody processing claims or operating funds and accounts for a plan of any kind. Minnesota's equivalent licenses a vendor of risk management services as well as a plan administrator and charges $1,500 for three years; Hawaii's asks for a bond that starts at $100,000 and grows to $300,000; Washington refuses to issue the license at all and sends the applicant to its adjuster license. Pennsylvania charges $100 for two years, which is the cheapest administrator license here, and the Department publishes a search tool of every holder. The Travel Insurance Modernization Act leans on it: section 8.3, added by Act 28 of 2024, lets a travel administrator act only on a Pennsylvania property and casualty producer license, a managing general agent license or this one.
