A good business reputation, and the fitness, competence and reliability sufficient to satisfy the Department that the applicant is worthy of licensure as a manager or exclusive general agent

A completed application with any other information the Department requires, and the fee: section 632-A(c) sets $100 "unless modified by the department by regulation" and the Department's own company licensing table charges $400 to issue and $400 to renew
Division 2 of Subarticle A of Article VI-A licenses managers and exclusive general agents together, and section 631-A(a) makes doing the work without the license a misdemeanor of the third degree carrying a fine of up to $1,000 for every day of operation. Section 631-A(b) is three exceptions and the third is the one that separates this license from the next thing along: "A person subject to regulation as a managing general agent under Article VIII" does not need it. The other two are a licensee whose authority is limited primarily to producing business with limited underwriting authority, and anybody operating under a management contract or exclusive general agency agreement entered into before 22 December 1965. Section 632-A asks for no examination, no course and no experience. Section 633-A puts a duty on the insurer rather than the licensee: every domestic insurer operating under a management contract or exclusive general agency agreement must certify the name of its manager or exclusive general agent to the Department within ten days of the contract taking effect and within ten days of each renewal, on the same misdemeanor penalty. The license runs not more than one year, which is short for Pennsylvania, where a producer license runs two.
