A declaration first

A Proclamation of Disaster Emergency by the Governor of Pennsylvania, or approval by the Department after an event it believes will produce an extraordinary increase in claims volume; nothing opens until one of the two has happened
and an insurer to sponsor and register you

Sponsorship by a Pennsylvania-authorized insurance company, which registers the appraiser with the Department through an authorized representative on the Catastrophe MVPDA Registration Spreadsheet, emailed within five days of the appraiser beginning appraisal activities
and a home state license, or three years

An active motor vehicle physical damage appraiser license in another state, or, where the home state licenses none and the appraiser holds none anywhere, the insurer's attestation to a minimum of three years of experience as an MVPDA adjuster or appraiser; an appraiser licensed in another state to adjust claims is not asked for the three years
The Department publishes this alongside its producer license matrix rather than inside it, and it is a registration rather than a license: the appraiser is deemed approved on the declaration and the paperwork follows within five days. Each approval runs 90 days from submission and an extension has to be asked for by email. Two sentences are worth carrying. There are no fees at all, which is the only free thing the Department issues. And a currently licensed resident or nonresident Pennsylvania appraiser is told not to register: "They do not need additional approval to adjust catastrophe claims."Wyoming's emergency adjuster asks its insurers for a fresh master spreadsheet every single day and Alabama's charges $60 a head; Pennsylvania asks for one spreadsheet and no money.
