The ground for the temporary license

    • Being the surviving spouse or court-appointed personal representative of a licensed insurance agent who has died or become mentally or physically disabled, to allow time to sell the business, for the agent to recover and return, or to train and license new personnel to run it.

    • or

Being a member or employee of a business entity licensed as an insurance agent, on the death or disability of its sole or remaining licensed agent.

    • or

Being the designee of a licensed insurance agent entering active service in the United States armed forces.

    • or

Any other person, where the superintendent determines that the public interest will best be served by issuing the license.

    and sponsor

    • A licensed insurance agent or insurer who sponsors the temporary licensee and is responsible for all of the licensee's acts.

Ohio Revised Code 3905.09. The superintendent issues it only on finding the license "necessary for the servicing of insurance business", and it runs no more than 180 days; it also stops the moment the owner of the business or the owner's personal representative disposes of the business, whatever is left of the 180. 3905.041(B) is the education answer: an applicant for a temporary license is not required to complete any prelicensing education or to pass a written examination. The superintendent may limit the authority of any temporary license by order, and may rescind one, and Chapter 119 of the Revised Code, which is Ohio's administrative procedure act, does not apply to any of that. Ohio's fee chart prices no temporary license.

Ohio asks the temporary agent for no prelicensing education and no examination, in as many words. No national seller prices a product for it.
