Selection to receive navigator funding from the United States Department of Health and Human Services. The Department accepts business entity applications only from entities so selected.

A list, in the manner the superintendent prescribes, of every individual insurance navigator the entity employs, supervises or is affiliated with.
Ohio Revised Code 3905.471(E) requires the certification of any business entity that acts as an insurance navigator, supervises individual navigators or receives funding to provide navigator services, and prices it in the statute rather than in a rule: two hundred dollars initially and one hundred to renew. Subsection (A) bars anybody from acting as an insurance navigator unless certified AND receiving funding under section 1311(i) of the Affordable Care Act, which is why this certification cannot be applied for speculatively. The entity answers for its individuals under (G)(4): if the superintendent finds that a violation by an individual navigator was known to the entity, or should reasonably have been, and was neither reported nor corrected in time, the entity's own certification can go. The Department publishes the list of certified entities on its own page, and for plan year 2025 it ran to four organizations.
