Places reinsurance cessions or retrocessions for an insurer without acting for the reinsurer. A resident cannot reach it without a North Dakota producer license first, and there is no renewal: the Department says so in one flat sentence on its own page.

Every way to qualify

More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by a license already held or a license held in another state.

  1. Route 1 Hold a North Dakota producer license and apply

    No state exam for this license

    • a North Dakota insurance producer license, where the broker keeps an office in this state

    • or

      a producer license in another state with a substantially similar law, where the office is outside North Dakota

    N.D.C.C. 26.1-31.1-02(1) puts the producer license in front of the work rather than in front of the application: nobody may act as a reinsurance intermediary-broker with an office in this state unless they are a licensed producer here, and nobody with an office elsewhere may act unless they are licensed here, or licensed in a state with a substantially similar law, or hold a North Dakota nonresident reinsurance intermediary license. 26.1-31.1-02(4)(a) then lets the commissioner issue the reinsurance intermediary license itself, which carries every named member, officer, director, manager, governor or designated employee of a firm, corporation or limited liability company. There is no examination and no course. A North Dakota attorney at law acting in that professional capacity is exempt from the section entirely, under 26.1-31.1-02(6).

  2. Route 2 Apply as a nonresident already licensed elsewhere

    No state exam for this license

    Home state license

    • a reinsurance intermediary license in another state, with copies of everything filed there sent to North Dakota

    and service of process

    • A written designation of the commissioner as agent for service of process, and the name and address of a North Dakota resident on whom notices, orders or process may be served. Changes take effect only when the commissioner acknowledges them.

    The Department asks a nonresident applicant already licensed elsewhere for copies of all documentation submitted to that state, and says it issues an approval letter rather than a license in that case. 26.1-31.1-02(4)(b) sets out the service of process condition. The Department's page ends the matter of renewal in one sentence: "No renewal requirement is applicable."

North Dakota sets no examination and no course for either reinsurance intermediary license; what it asks of a resident is the producer license, which has its own course list. No national seller prices a North Dakota product for it.
