Surety bond

A surety bond in the organization's own name of at least $35,000, issued by an insurance company licensed in North Dakota, kept in force for the life of the license and renewed annually, to be used at the commissioner's discretion to protect members' financial interests.

N.D.C.C. 26.1-53.1-03(1) is written as registration: before doing business here the organization must be authorized to transact business through the Secretary of State and "must be registered by the commissioner to operate as a discount plan organization". The Department's page is written as licensure from the first sentence, and it is the Department that issues and renews, so the license is recorded here under the Department's name with the statute's word in this note. That is the same treatment Idaho got where its Department's list and its Code disagreed about what a license is. There is no examination and no course. 26.1-53.1-07 adds a condition nothing else on this schedule carries: before the commissioner registers it, the organization must have a website carrying an up-to-date list of the providers in the plan. A health insurer already licensed under title 26.1 needs no registration of its own, though its affiliates operating discount plans do.
