Bail Bond Agent
Executes or countersigns bail bonds for an insurer in North Dakota and is paid for it. The license and the appointment come together: chapter 26.1-26.6 defines a bail bond agent as somebody the commissioner has licensed AND an insurer has appointed by power of attorney, so neither half is enough on its own. No pre-licensing course is required, and the Department names eleven prelicensing providers on the same page while saying it does not approve or regulate any of them.

Every way to qualify
More than one route leads to this license, and which one you take changes what you study and whether you sit the exam. There is no pre-licensing course among them: this license is qualified for by sitting the examination, a license held in another state or moving here already licensed.

Route 1 Pass the bail bonds examination and be appointed by an insurer

An appointment by an insurer, by power of attorney, to execute or countersign bail bonds for it. N.D.C.C. 26.1-26.6-01 writes the appointment into the definition of the licensee, and 26.1-26.6-04 makes acting without both the license and the appointment a class A misdemeanor.
The Department says the order in one sentence: "Before applying for a resident bail bonds license, an individual must take and pass the bail bonds exam", then apply and pay $100. It follows it with the sourced zero this state gives everywhere: "North Dakota law does not require classroom instruction for an applicant preparing for the examinations. Preparation can be done by classroom instruction or self-study and applicants will not have to provide verification of study to the North Dakota Insurance Department or the testing center."N.D. Admin. Code 45-02-02-04(5)(a) puts bail bonds among the product types taking a reduced examination, and PSI gives it as ND Bail Bonds. 26.1-26.6-02 imports the licensing and continuing education requirements of chapter 26.1-26 wholesale. 26.1-26.6-03 bars a class of applicants nothing else here does: jailers, police officers, committing magistrates, magistrate court judges, sheriffs, deputy sheriffs, constables and anybody with the power to arrest or any part in the control of prisoners.

an insurance producer license carrying the Bail Bonds line of authority in another state
N.D.C.C. 26.1-26-25(1). Somebody previously licensed for the same lines of authority in another state may not be required to complete any prelicensing education or examination. The exception holds while that other license is current, or if the application arrives within 90 days of its cancellation and either the prior state certifies good standing at that point or the NAIC producer database shows it for the line being asked for.

Route 3 Move to North Dakota and apply within 90 days

90 days Licensed as an insurance producer in another state carrying the Bail Bonds line of authority there, and applying to become a North Dakota resident licensee within 90 days of establishing legal residence.
N.D.C.C. 26.1-26-25(2). Somebody licensed as a producer in another state who moves to North Dakota has 90 days from establishing legal residence to apply as a resident licensee, written as a duty. Neither prelicensing education nor an examination may be required for a line of authority previously held in the prior state unless the commissioner determines otherwise by rule.

No national seller prices a North Dakota bail bonds product. The Department lists eleven prelicensing providers on the bail bond page itself, including A. D. Banker & Co of the Dakotas and Sun Surety Insurance Company, and says in the next paragraph that because North Dakota requires no prelicense instruction "the information and materials given by prelicense providers are not approved or regulated" and it cannot recommend one over another.
