No pre-licensing course. S.L. 2025-45, s. 1(a) rewrote G.S. 58-33-30(d) with effect from 2025-10-01 so that the Commissioner may not require any hours of pre-licensing education of anybody. No examination either. What the Department asks instead is a license from somebody else: an active pre-need sales license issued by the North Carolina Board of Funeral Service. The crosswalk chart describes the product as "Life policies sold by funeral directors to pay for pre-arranged funerals". South Carolina reaches the same trade from the other side, letting a funeral director sit the life examination alone on proof of a funeral director's license.
