    Insurance Law 2906 sets no examination and no course. What it sets instead is a rulemaking: the superintendent, in consultation with the commissioner of health, establishes minimum standards by regulation, and 2906(b) names the seven subjects they have to reach, from conflicts of interest through pricing models and network contracting to consumer protection. The license runs thirty-six months rather than the two years most New York insurance licenses run, and a renewal has to be filed at least two months before it expires.
