Every way to qualify

  1. Route 1 Bring five years of claims work, or a motor vehicle estimator's license

No state exam for this license

    • 5 years At least five years of experience adjusting claims as an employee of an authorized insurer, with an application for an independent adjuster's license already filed. The permit then covers work as an employee of a licensed independent adjuster.

    • or

A valid estimator's license issued by the New York commissioner of motor vehicles, with the independent adjuster application filed within ninety days of that license expiring. The permit then covers work as an auto body repair estimator for an authorized insurer or for an adjustment bureau or association that insurers own and maintain.

Insurance Law 2108(h), which calls it "a temporary permit to adjust claims" and gives it no shorter name; the one used here is after the condition that triggers it. It is a second and separate temporary permit from the catastrophe permit of 2108(n), and the Department publishes no page for it: the qualification is the applicant's own history rather than an insurer's certification, and the trigger is a pending license application rather than a declared disaster. 2108(h)(2) sets aside the examination requirement of 2108(f) for the permit only, at the superintendent's discretion and on being satisfied the applicant has met every other requirement for an independent adjuster license. The term is capped at 120 days, and the superintendent may suspend or revoke it summarily on ten days' written notice. The second route qualifies somebody on a Department of Motor Vehicles credential rather than an insurance one, and it fits: 2101(j) is what makes an insurer's own estimator need an adjuster license in the first place.

The permit is granted on experience already held or on a motor vehicle estimator's license, so there is no course or examination for a school to sell against. No national seller prices a product for it.
