State exam required

90 hours of the principal branches of the insurance business, approved by the Department
Ninety hours is the figure Insurance Law 2103(f)(2)(B) sets for an agent licensed under 2103(b), and mortgage guaranty is one of the kinds of insurance that subsection reaches. The Department states the ninety hours and the Series 17-60 examination on its own page for this license. Its pre-licensing education page, which lists twelve lines and their hour counts, does not mention this license at all.

Route 2 Have held the license within the last two years
Exempt from the state exam
-
Licensed as a New York mortgage guarantee agent within the previous two years.
The Department draws the line at two years in as many words: previously licensed within two years and the examination is not retaken, previously licensed more than two years ago and it is.

A course is required and nobody sells one
No national seller prices a mortgage guarantee product. The DFS Portal register has no listing under this name either; its Property and Casualty listing is the nearest thing, and nothing on the Department's page says a Property and Casualty course satisfies these ninety hours.
