  1. Route 1 File the application and the plan of operation

    No state exam for this license

    • A detailed plan of operation, an anti-fraud plan meeting Insurance Law Article 4, and financial accountability evidenced by a bond or another method the superintendent sets by regulation.

    • or

      Full disclosure of every stockholder holding ten percent or more of the voting shares, and of the partners, officers, members, directors and anyone with a controlling interest, with a certificate of good standing from the state of domicile for a legal entity.

    Insurance Law 7803 sets no examination and no course. The application goes in duplicate, by email and on paper, and the paper copy carries the check. The license expires on 30 June of odd-numbered years, and 7803(h)(3) requires a renewal application at least sixty days before that. Fingerprints may be required. Both options above are conditions rather than alternatives: 7803(c)(2) lists them together.
